Dear Friends:
What does it mean to be a New Yorker?
To some, it means having irrationally strong opinions about who makes the best pizza. To others, it means knowing the precise location on subway platforms to wait for your train, so you arrive at just the right spot.
To me, being a New Yorker is mostly about our spirit of togetherness when times are tough. Yes, New Yorkers have tough exteriors, but when it comes down to it, we will do anything for one another.
That is what we're seeing right now during the COVID-19 crisis.
Whether it's the healthcare heroes going into hospitals every day, or the essential workers putting themselves at risk to keep the city running, or the volunteers ensuring that homebound seniors get food and medicine, New Yorkers are stepping up in a big way.
This is why I know we will be okay as a City. It is not going to be easy. It may be the toughest challenge we've seen yet. But I know that with your help, we'll make it out even better than before.

“New York State on PAUSE” Extended
Governor Cuomo has extended the ‘NYS on PAUSE’ executive order until May 15.

City Council Updates
On April 22, the City Council held its first virtual Stated Meeting. During the Stated Meeting, we introduced a COVID-19 Relief Package that aims to protect tenants, help small businesses survive, and more. Included in the bills are new protections from harassment for all renters, including the City’s small businesses, and extended time for COVID-impacted tenants to repay rent and pay back debts. Additionally, the package includes a NYC Essential Workers Bill of Rights. Over the course of the next week and a half, the City Council will be holding hearings on all of the bills included in the package.
Masks/Face Coverings
On April 15, Governor Cuomo signed an executive order mandating all New Yorkers to wear a mask (or face covering) in public spaces where social distancing is not possible.
If you are in need of more information on face coverings, the Centers for Disease Control and Prevention (CDC) has a website dedicated to cloth face covers, specifically: how to wear a cloth face covering, how to care for a your cloth face covering and tutorials on making a face covering out of everyday items.
Domestic Violence
When home isn’t safe, domestic violence survivors can find services 24/7 at nyc.gov/nychope, 1-800-621-HOPE (4673) or call 911 for emergencies.
Non-Essential Events Cancelled
Mayor de Blasio announced the cancellation of all non-essential events in NYC, including parades, concerts and carnivals for the month of June.
NYC 311
NYC 311 is currently experiencing high call volumes. Use nyc.gov/311 or the 311 mobile application during normal business hours. As an alternative, New Yorkers can call 311 after 7 PM or during the weekend.
Nursing Homes
NY State will begin to fine nursing homes and adult care facilities if they fail to notify individuals if a family member tests positive for COVID-19 or dies due to the virus. Notifications must take place within 24 hours.
Marriage Licenses in NY State
Governor Cuomo has issued an executive order allowing New Yorkers to obtain a marriage license remotely, including allowing clerks to perform ceremonies via video conference, a practice that is banned under current law. Click here to learn more.
Seeking Medical Care
If New Yorkers have questions on finding medical care, they may call 311. Please do not call 911 unless you are experiencing a true emergency.
NYC Department of Health and Mental Health: Personal Protective Equipment (PPE)
The NYC Department of Health and Mental Hygiene (DOHMH) is allocating PPE for the following organizations: hospitals, nursing homes, EMS providers, dialysis centers, OPWDD-certified facilities, and Visiting Nurse Service providers. If your organization does not fall into one of these facility types, the request will be denied.
For non-profit organizations, the Human Services Council is collecting the demand for PPE in the social services sector. We would encourage you to fill out the survey.
Resources for Faith-Based Leaders
The Centers for Disease Control and Prevention (CDC) has created a resource page for faith-based leaders. You can find information on how to prepare and respond to the COVID crisis.
Absentee Voting
For individuals without computer/printer access, you can obtain an Absentee Ballot Application by visiting one of the Board of Election offices or calling (866) VOTE-NYC (1-866-868-3692) and they will send you a postage-paid application form in the mail.
Tax Deadline Changed
As a reminder, the deadline to file and pay federal income taxes has been extended to July 15, 2020. Click here for more information from the IRS, including a free file option available online.
Con Edison Scam Warning
Con Edison has created a guide with five tips to avoid scams. As a reminder, Con Edison will not be shutting off anyone’s power for failure to pay during this pandemic. For more information from Con Edison and for information regarding the financial help they are offering, please click here.
NYS Attorney General Resource Page
The Attorney General of New York, Letitia James, has created a resource page where individuals can find guidance on Coronavirus and warnings about consumer scams. On this page, you can find information on resources, rights, potential scams, consumer protection tips, suspension of debt collection, and more.
Report Discrimination
If you have experienced discrimination or harassment, or witness an incident due to race, national origin, or other identities, please call 311 or file a complaint online with the NYC Commission on Human Rights.
New Yorkers may also call the New York State Hate Crimes Task Force if they have been involved in a hate crime by calling (888) 392-3644 or text ‘HATE’ to 81336.
Additionally, New Yorkers may contact the NYS Attorney General’s Civil Rights Bureau at civil.rights@ag.ny.gov or by calling (800) 771-7755.
Report Price Gouging
New Yorkers are being encouraged to report price gouging if a store has increased the price of specific items. Call 311 and say ‘Overcharge’ or file a complaint online. The NYS Attorney General also has a complaint form available online.

SAGE USA
SAGE has launched SAGEConnect, a program that matches LGBT elders with volunteer community members and allies. The one-to-one contact offered through SAGEConnect will help combat LGBT elders' exacerbated loneliness and disconnection during this unprecedented time of COVID-19, and ensure that elders are linked to resources if they need help. Those interested in participating can sign up on SAGE’s website here.
DOROT
DOROT, through their University Without Walls program, is offering a free way for individuals to stay connected with others from their homes, just by picking up their phones. Program and discussion topics include arts, news, literature, wellness, and more. Every call is facilitated by engaging experts. LiveON NY
LiveON NY, an organization connecting elderly New Yorkers to resources and services in New York City, is open and ready to assist in completing applications for benefits such as SNAP, SCRIE, Medicaid, the Medicare Savings Program, property tax exemptions, and more. LiveON NY will help you complete the application, submit it on your behalf, and support you through the process. Special Shopping Hours
Many stores in New York City have designated special shopping hours where older adults and those who are most vulnerable can shop before the general public. Spectrum News NY1 has created a list of those stores and their hours. You can find more information here.
American Cancer Society
The American Cancer Society has created a COVID-19 and Cancer Resource Page where individuals can find information regarding FAQs, cancer, and what you should ask your healthcare provider. You can also live chat with a representative from the American Cancer Society here. There is a 24-hour helpline you can contact at (800) 227-2345.

For the Frontlines is an organization for health care professionals and essential workers. They are offering free crisis counseling during this pandemic. Text ‘FRONTLINE’ to ‘741741’ for support in dealing with anxiety, stress, fear, isolation, or other difficult emotions you are experiencing during COVID-19.
Mental Health Care for Frontline COVID-19 Workers
The NYC COVID Worker Care Network is a self-organizing mutual aid network of more than 2000 mental health workers, spiritual care providers, circle-keepers, and community builders supporting frontline COVID workers during this evolving crisis. Any person working to support the fight against COVID-19 in New York is eligible to receive support - sign-up through our website by clicking here. Follow the network on Facebook for updates, or reach out to info@nyccovidcare.org with any questions. If you are an employee of an H+H facility, talk to your administrator about mental health resources offered by H+H.
MetroCard Donations
Local samaritans have organized ‘MetroCard Swap for NYC’s Essential Workers.’ Click here for more information. New York City Bar Association
Through the City Bar Justice Center (CBJC) and the Legal Referral Service, the New York City Bar Association is offering New Yorkers assistance with legal services during this pandemic. They have:
- Expanded the CBJC Legal Hotline to assist with COVID-19 related issues. This hotline can help New Yorkers with a range of civil legal issues including relief programs, mortgage and student loan relief, housing and employment law, and more. Staff speak both English and Spanish and they are utilizing an interpreting service to ensure they can accept calls in any language. - The New York Bar Association is offering a COVID-19 Small Business Remote Legal Clinic. They are offering no-cost, limited-scope remote consultations to small businesses with 100 employees or fewer. - They are providing free life-planning legal assistance for New York City Front-Line Health Care Workers. Front-line Health Care Workers can receive legal assistance in preparing life-planning documents such as wills, powers of attorney, health care proxies, and more. Legal Services NYC
Legal Services NYC continues to operate with nearly 600 advocates continuing to fight for New Yorkers across the city on issues ranging from housing, immigration, unemployment insurance, access to public benefits, and small business sustainability. Their Access Line is still open and operating. People can call (917) 661-4500 for help.
New York Legal Assistance Group (NYLAG)
New York Legal Assistance Group (NYLAG) has launched the NY COVID-19 Legal Resource Hotline to help New York City residents impacted by COVID-19 get answers to their legal questions on issues including unemployment benefits, employee rights, housing, public benefits, consumer debt, advance planning, stimulus payments, and special education issues. You can call 929-356-9582 from 10am-1pm Monday-Fridays to leave a message. Please leave your name, best call back number, and a description of the issue. NYLAG will follow-up within two business days. More information is available here.
Oasis Latino LGBTS Wellness Center
Oasis Latino LGBTS Wellness Center’s staff are operating remotely during COVID-19. Clients can chat with staff on their website or via Facebook.
Pride Center of Staten Island
SAGE-Pride Center of Staten Island is continuing to provide services remotely in the wake of COVID-19. Counseling groups are running on schedule. Youth and senior programming remain the same and HIV testing signups are now available online. Click here to learn more.
National Center for Transgender Equity
The National Center for Transgender Equity has created a COVID-19 guide for transgender individuals. This guide contains important resources, help creating a plan of action, and ways to donate to emergency funds for LGBTQ individuals.
Benefits.gov Resources
Benefits.gov has a help center dedicated to COVID-19 resources that has more information on unemployment insurance, healthcare, food and nutrition, and more. Click here for more information.

PenFed has a listing of emergency resources that service members and veterans can access during this difficult time. Click here for more information.
Mutual Aid NYC
Mutual Aid NYC has created a resource where individuals can search existing resources within their community. You can also submit a request online and Mutual Aid NYC will connect you to people within your neighborhood who can provide assistance. They have also created a map where individuals can view services offered in their neighborhoods.
Safe Horizon
Safe Horizon is a national organization that provides support to those who are victims of domestic abuse, child abuse, rape, and sexual abuse. They have created a COVID-19 Resource Page where individuals can find information about resources in their community.
Additionally, individuals can call Safe Horizon’s 24/7 Domestic Violence Hotline at 1-800-621-HOPE (4673) and their 24/7 Rape and Sexual Assault Hotline at 1-212-227-3000.
Sanctuary for Families
Sanctuary for Families is New York City’s leading provider of domestic and gender violence services. In immediate response to the safety risks survivors face in abusive situations, they have released Safety Plan guides in six languages: English, Spanish, Chinese, French, Arabic, and German. NYC Survivor Resources
NYC Survivor Resources is providing up-to-date information about resources for those who are being harmed or feel unsafe in the NYC area. NYC Survivor Resources offers counseling, legal support, and additional sources of assistance by county. If you are experiencing an emergency, please dial 911. If you need immediate support over the phone, call the domestic violence hotline by calling 1-(800)-621-HOPE (4673).

Free Meals Through the Department of Education
As a reminder, free meals can be picked up at all Meal Hubs from 7:30 AM-1:30 PM, with children and families picking up meals from 7:30 AM-11:30 AM, and adults from 11:30 AM-1:30 PM. No one will be turned away, and adults and children can pick up three meals at one time.
In regards to dietary needs, halal and vegetarian options are available at all meal hubs. Beginning Thursday, April 23, ten sites will begin offering exclusively kosher certified options. The locations of those ten sites can be found here.
Nutrition Kitchen
The NYC Department of Probation and Neighborhood Opportunity Network, in partnership with the Food Bank of NYC, the Mayor’s Fund to Advance NYC, and the NYC Young Men’s Initiative, have opened five kitchens, one in each borough, to distribute free food to New Yorkers in need. COVID-19 Food Assistance Resources
During the COVID-19 public health crisis, NYC is taking steps to make sure every New Yorker has access to the food they need. Through nyc.gov/getfood, New Yorkers can access information about food assistance programs and resources.
Eater NY
As restaurants have shut down, many companies that supply goods to the city’s top restaurants are now selling their goods directly to customers. Eater NY, an online blog, has a running list of restaurants offering groceries.

The Harm Reduction Coalition has created a Guidance for People Who Use Drugs. National Queer and Trans Therapists of Color Network
The National Queer and Trans Therapists of Color Network has created a directory where individuals can be connected to Queer, Trans, and People of Color Mental Health Therapists all across the country. The Featured Practitioners within New York City can be found here.
Trevor Project
As a reminder, the Trevor Project has a toll free confidential suicide hotline for LGBTQ youth. Trained counselors are available 24/7. To reach their hotline, please call 1-866-488-7386.
NYC Well
Through NYC Well, our city offers free, confidential mental health support. It is available 24/7 to provide a range of mental health and substance misuse support and can be reached by calling 1-888-NYC-Well (692-9355), texting ‘WELL’ to 65173, or on the web at nyc.gov/nycwell. Interpretation services are offered for 200+ languages. NYC Well services are provided through ThriveNYC.
New York State Office of Mental Health Emotional Support Line

DOE Updates
Remote Learning Survey
The NYC Department of Education (DOE) is administering a survey on remote learning. Parents or guardians may take this survey to provide feedback on their experience with remote learning. This survey is available in multiple languages (Arabic, Bengali, Chinese, English, French, Haitian Creole, Korean, Russian, Spanish, and Urdu) and is anonymous for all respondents. The deadline to complete the survey is May 1.

iPad Distribution and Support to Students
Thus far, the DOE has been able to distribute more than 117,000 iPads to students in need, with more to go. If families are still in need of a device, they may fill out a remote learning device request form here.
NOTE: All Parent Coordinators and FLCs have access to the list that tracks iPad delivery for students, so please refer to them and follow-up with your families on the list.

The DOE’s IT department has recorded two webinars for families seeking assistance with iPads or Google Classroom.

Federal Student Loan Relief
The U.S. Department of Education - Office of Federal Student Aid has placed all federal student loan borrowers into administrative forbearance. This suspension of payments until September 30, 2020, will allow you to temporarily stop making monthly loan payments. For more information, click here.

Community Service Society (CSS) is continuing to provide remote services to New Yorkers. The Education Debt Consumer Assistance Program (EDCAP) is continuing to provide updates and guidance on managing student loans during COVID-19. Click here for more information.
Advocates for Children of New York
Advocates for Children of New York has created a COVID-19 resources page where they are posting educational updates and information for parents and guardians. Additionally, their education helpline is open and continuing to assist families during this crisis. Community Food Advocates Survey

By creating an account, families get access to thousands of free interactive activities across a range of subject areas.
WNET

Salvadori Center Free Project-Based STEAM Lessons
In an effort to help teachers serve students, the Salvadori Center has developed a series of free project-based STEAM (Science, Technology, Engineering, Arts and Math) lessons. Their mission is to teach math, science, and the arts to show students how STEAM is relevant to their lives. Lessons are offered to students from grades K-12.
The Child Mind Institute
The Child Mind Institute has created a Grief Guide for parents with tips and information about what to say, look out for, and how to help your children. Topics are broken down into a range of ages and experiences.

NYCHA COVID-19 Resources
NYCHA has created a COVID-19 resource page. Residents can find information on NYCHA development and service updates, guidance on rent hardships, how NYCHA is helping their most vulnerable residents, and ways to keep communities clean and safe. NYS Department of Labor Updates
The NYS Department of Labor will contact New Yorkers who have already filed partial claims under the old unemployment insurance system. Since DOL staff are working from home, their call may show up as private or restricted. If you receive a private or restricted call, you can verify that the individual is a staff member from the DOL by asking them to verify their identity and provide the date you filed your application and what type of claim you filed.
Unemployment Insurance
New Yorkers on unemployment insurance will receive an additional $600 a week until 7/31/2020. These payments began on 4/5/2020. For more information, please refer to the Department of Labor’s website.
SNAP Benefits
The NYS Office of Temporary and Disability Assistance (OTDA) has issued an emergency supplemental SNAP benefit to households not already receiving the maximum benefit. If your household is not currently receiving the maximum benefit under the emergency supplemental SNAP benefit, your benefits will be increased to the maximum amount for your household size. OTDA will issue the emergency supplemental benefits to all SNAP households who are NOT already receiving the maximum benefit during the months of March 2020 and April 2020. Pandemic Unemployment Insurance
The NYS Department of Labor launched a new application process for those applying for Pandemic Unemployment Assistance. Individuals applying for Pandemic Unemployment Insurance no longer need to apply for Unemployment Insurance first. You can find more information here. You can also use the updated unemployment benefits application system located here to determine if you should apply for Unemployment Insurance or Pandemic Unemployment Insurance. The Department of Labor has also created a Pandemic Unemployment Insurance fact sheet, which can be found here.
Medicaid
As a reminder, all active cases within New York City will be extended. No Medicaid case within New York City will be closed for failure to renew or provide documentation. If your case is closed for failure to renew or provide documentation and you had Medicaid coverage on or after March 18, 2020, your case will be reopened and all coverage will be restored. Renewals of Medicaid will be extended for 12 months. Click here for more information.
Additionally, former SSI recipients and any discontinued Temporary Assistance or Medicaid cases that require a separate Medicaid eligibility determination will have their Medicaid coverage extended with no renewal or redeterminations required.

TLC Driver Meal Delivery
The NYC Taxi & Limousine Commission (TLC), in partnership with the City of New York, has created the GetFoodNYC Food Delivery Program to provide food for food-insecure New Yorkers or those who have been impacted by COVID-19.

The Office for People with Developmental Disabilities has created a COVID-19 resource guide. Individuals can find information on topics ranging from community habilitation, interim care planning, and general FAQs.
VISIONS
VISIONS provides services for the blind and visually impaired. Their dedicated staff is hard at work providing necessary services to their youth and adult participants during the pandemic.
- Youth Services staff are conducting remote Pre-Vocational Training to participants referred by the NYS Commission for the Blind.
- Workforce Department staff are working remotely with job seekers and work readiness participants referred by the NYS Commission for the Blind.

Hospital Guidelines
As a reminder, patients who are admitted to the hospital and for whom a support person has been deemed essential to their care, are permitted to have one support person in the emergency room during hospitalization. Patients who are hospitalized for a prolonged period of time may designate two support people; however, only one may be present in the room at a time. You can find more information here.

Mayor Bill de Blasio Announces Emergency Relief Program
On April 16, Mayor de Blasio announced a COVID-19 immigrant emergency relief program in partnership with Open Society Foundations. This $20 million fund will reach 20,000 immigrant workers and their families, offering direct relief. Click here to read the full press release.

MTA Updates on “Essential Service Plan”
The Metropolitan Transportation Authority (MTA) is continuing to implement their “Essential Service Plan” for health care professionals and essential workers. If you are not traveling for work to an essential business, or urgent personal business (such as a medical appointment) the MTA is asking that you refrain from taking the subway or bus. If you require mass transit, click here to check current service status before your trip. Note: Real-time data may not be accurate due to limited capacity.
In accordance with Governor Cuomo’s executive order, New Yorkers are now required to wear masks or face coverings when they are out in public, including when they are on public transportation. In response to this executive order, the MTA launched the 'Keep Them Covered' campaign. If you witness overcrowded subway lines or subway cars, call 311.
#SoundTheHorn Campaign
On April 16, the MTA launched a ‘Sound the Horn’ campaign, in partnership with Amtrak, NJ Transit, the Port Authority of New York and New Jersey, NYC Ferry and other regional bus and ferry operators to honor transportation workers. MetroCards
As a reminder, if you have not yet activated your Unlimited-Ride MetroCard, you can hold on to the card and start using it anytime until the expiration date listed on the back. Unfortunately, once you start using your Unlimited-Ride MetroCard, it cannot be paused.
Any money you have on your Pay-Per-Ride full fare MetroCard will remain on the card until the expiration date on the back of the card. If you have money left on the card once it expires, you can transfer any money left on a card for up to a year after the expiration date. Transfer of balances can be completed at a booth, a MetroCard Vending Machine, or by mailing it in to a MetroCard Customer Claims. No cash refund will be made for any value left of the card.

NYC Parks Status
As a reminder, parks continue to remain open. NYC Parks is continuing to ask New Yorkers to take extra precaution when visiting their local park to remain safe and healthy. Please maintain at least 6 feet of distance between yourself and others and avoid congregating in groups.
Programming Cancellations
In accordance with NYS and NYC directives, all public gatherings in parks are cancelled through June 30, 2020. At this time, NYC Parks is not accepting or reviewing event applications (i.e., special events, field or court permits) until further notice.

American Red Cross: Prepare, Respond, Recover Webinars
The American Red Cross is continuing to hold webinars on emergency preparedness and readiness WebEx presentations. The presentation will touch on COVID-19 safety and preparedness. It will also give a comprehensive overview on how to prepare for natural and man-made disasters and how to respond to and recover from them. The training also provides information on types of common disasters, ways to prepare as an individual, family and community member, what to do when disaster strikes and what actions you can take afterwards to aid in your recovery. Each training session lasts 45-90 minutes.

DSNY Updates
Curbside Composting Temporarily Suspended Beginning May 4
The NYC Department of Sanitation (DSNY) announced the suspension of the curbside composting program, beginning May 4, 2020. During the suspension, any food scraps and yard waste set out for composting will be collected as trash. The suspension is currently planned through June 30, 2021. Residents with brown bins should store their bins in a safe location for the duration of the suspension.
Electronics Collection Discontinued
DSNY also announced the indefinite suspension of appointments for curbside electronics collection, which had been halted due to the COVID-19 crisis. Residents looking to get rid of e-waste will be able to find other opportunities as conditions allow at nyc.gov/electronics.
Normal Curbside Collection
There are no changes to the Department’s other curbside collection programs, including trash and mandatory recycling. Residents should follow their normal schedule and place their material at the curb after 4:00 PM but before midnight the evening before their collection day.
Plastic Bag Ban
Enforcement of New York’s plastic bag ban has been delayed as NY State continues to deal with COVID-19. On April 16, a state Supreme Court order directed the NYS Department of Environmental Conservation to enforce the ban after June 15, 2020. Click here to read more about this delay.
NYC Department of Buildings (DOB)
DOB has created a COVID-19 response page where individuals can find more information on what is considered essential vs. non-essential construction during this pandemic and an update on the current changes to their services.

Check the status of your Economic Impact Payment
Individuals can check the status of their Economic Impact Payment here. You will be required to enter your Social Security Number, date of birth, and address.
Information regarding your Economic Impact Payment
New York State Attorney General Letitia James issued a press release that states your Economic Impact Payment will be off limits to debt collectors, banks, and creditors.
Non-Filers
If you do not normally file a tax return, you may still be eligible to receive the Economic Impact Payment. You can check to see if you are eligible by entering your information into the new non-filers tool on the IRS website.
Supplemental Security Income (SSI)
Those individuals who receive SSI will automatically receive their Economic Impact Payments directly from the Treasury Department. Individuals should expect that payment by early May. SSI recipients who have qualifying children under the age of 17, should go to the IRS’ Non-Filers website immediately and enter their information into the “Non-Filers: Enter Your Payment Info” section. By providing your information, you will ensure that you receive the additional $500 per dependent child payment. If you do not fill out this information, there will be a delay in receiving your $500 per qualifying child.

Legal Service NYC has set up a Client Emergency Relief Fund to help the more than 115,000 New Yorkers they serve every year. Due to the current crisis, many of the individuals and families they serve are unable to afford and lack access to basic necessities such as groceries, hygiene products, and medication. The money raised through this fund will help provide these basic necessities to Legal Services clients.
CUNY - Chancellor’s Emergency Relief Fund
CUNY has created the Chancellor's Emergency Relief Fund to help students experiencing hardship due to COVID. CUNY will be providing students who are in need with $500 emergency grants and all money donated, no matter the amount, will go directly to the students.
SUNY - #SUNYTogether
The Chancellor of SUNY has created the #SUNYTogether fund to help assist students during this crisis.
Note: Many colleges and universities have set up funds to help enrolled students during this difficult time. If you are interested in donating to one of these funds, we encourage you to look on the school’s official website to see how you can help.

The Museum of the City of New York has launched #CovidStoriesNYC, an open call in documenting stories and experiences through the lens of New Yorkers during the COVID-19 crisis.
