As your Representative in Congress, it is my privilege to provide you with this monthly e-grants newsletter. Due to the competitive nature and limited scope of federal funding, it is my hope that this newsletter helps guide you through the grants process.

Below, you will find a list of recent federal grants awarded in Connecticut’s First Congressional District, relevant local and national grants news, featured federal funding opportunities, and a more detailed list of available grants. Before you apply for a federal grant, you must obtain a DUNS number, register with the System for Award Management (SAM), and register with Grants.gov well in advance of the submission deadline (more information on registration below). News:

  1. U.S. Citizenship and Immigration Services (USCIS) announced that it will hold an open teleconference on August 6, 2019 from 1-2 p.m. to discuss the Notices of Funding Opportunity for the fiscal year 2019 Citizenship and Assimilation Grant Program. USCIS recently posted two grant funding opportunity announcements. During this teleconference, USCIS officials will provide an overview of the Citizenship and Assimilation Grant Program and answer your questions about the application requirements and process. To join the event, dial 1-888-957-9860 and enter passcode: 3857326 when prompted.
  2. The U.S. Department of Housing and Urban Development (HUD) announced the availability of $40 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH) that will support approximately 5,000 new vouchers. These vouchers are administered in partnership with the U.S. Department of Veterans Affairs (VA) and enable homeless veterans and their families to access affordable housing and supportive services. The HUD-VASH program combines HUD Housing Choice Voucher (HCV) rental assistance for homeless veterans with case management and clinical services provided by local VA Medical Centers (VAMCs), community-based outpatient clinics (CBOCs), or other entities as designated by the Secretary of the Department of Veterans Affairs. Registrations of Interest must be submitted electronically to VASH_ROI@hud.gov no later than midnight in the time zone of the PHA on August 19, 2019. See Section 7 of the notice for all Registration of Interest Requirements.
  3. CTNext announced the next round of the Entrepreneur Innovation Awards pitch competition. Startup and early-stage companies can compete for $10,000 grants through this opportunity. Applications must be fully completed by noon on August 22, 2019. Visit CTNext’s website at CTNext.com/entrepreneur-innovation-awards for more information.
  4. The U.S. Economic Development Administration (EDA) announced that it has added Opportunity Zones as an Investment Priority. This new Investment Priority will significantly increase the number of catalytic Opportunity Zone-related projects that EDA can fund to spur greater public investment in these areas. EDA has previously taken steps in its 2018 Notice of Funding Opportunity for Public Works and Economic Adjustment Assistance Programs to make eligible entities within qualified Opportunity Zones generally eligible for EDA funds. With this announcement, the Opportunity Zone Investment Priority immediately applies to most existing EDA funding notices.    
  5. The U.S. Environmental Protection Agency (EPA) announced the availability of nearly $87 million in grant funding to assist states, tribes, and territories with improving drinking water. States, tribes, and territories are eligible to receive funding from two new EPA drinking water grant programs established by the Water Infrastructure Improvements for the Nation Act (WIIN): the Voluntary Lead Testing in Schools and Child Care grant program; and, the Assistance for Small and Disadvantaged Communities grant program.   6. The U.S. Environmental Protection Agency (EPA) announced that state, local and tribal governments can apply for grants to develop or refine programs to protect, manage and restore wetlands across New England. EPA expects to provide $2,666,000 over the next two years for these wetland program development grants across the six New England states, with approximately equal allocations over fiscal years 2019 and 2020.   7. The U.S. Small Business Administration (SBA) announced that Economic Injury Disaster Loans are available to small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and private nonprofit organizations located in Connecticut as a result of excessive rainfall from Aug. 1 through Nov. 30, 2018. The loans are available in the following counties: Fairfield, Hartford, Litchfield, Middlesex, New Haven, New London, Tolland and Windham in Connecticut. Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at Disasterloan.sba.gov. Submit completed loan applications to SBA no later than Nov. 20, 2019.
  8.
