It was a productive first year in Congress! From voting to lower prescription drug prices for Coastal Virginians to providing exemplary constituent service, there is so much to tell you.


Helping Families of Virginia Beach Mass Shooting Victims


I am thankful that my Virginia Beach Strong Act was recently signed into law by the President. This bill will make it easier for families of victims of the May 31 Virginia Beach mass shooting to receive urgently-needed financial support.

May 31, 2019 was a day that has forever changed Virginia Beach, and we will always remember the 12 wonderful people we lost. In the immediate aftermath of our community's darkest hour, we experienced a selfless outpouring of financial support for grieving families. I am pleased that the House has advanced my effort to help families of victims.

Following this tragic mass shooting, the City of Virginia Beach established a fund to help victims, survivors and their families. The Virginia Beach Strong Act ensures that donations made to immediate family members of victims will be considered tax-deductible. This will further incentivize people to give financial assistance to grieving families in our community.

Celebrating One Year in Office


As 2019 comes to a close, I am reminded of how fortunate I am to serve our Coastal Virginia community! I am proud of how much our team accomplished for our district and I look forward to continuing to serve constituents.


This year, three of my bills became law, including the Veterans' Compensation Cost of Living Act, a bill naming a Virginia Beach post office after a hero who died protecting others during the May 31 mass shooting, and the Virginia Beach Strong Act. The fix provided by my Gold Star Family Tax Relief Act was signed by the President, providing critical tax relief to families of those who gave their lives for our country. In addition, my VA Website Accessibility Act passed the full House of Representatives and is currently waiting for a vote in the Senate.


Our constituent service team has helped recover over $1.5 million owed to constituents from federal agencies, such as the Department of Veterans Affairs and Social Security Administration. To learn more about my office’s accomplishments, please see the graphic below!




Working to Lower Health Care Costs for Coastal Virginians


Recently, I voted for H.R. 3, the Elijah Cummings Lower Drug Costs Now Act of 2019. This bill would lower prescription drug costs for over 600,000 residents of our district.


H.R. 3 will give Medicare the power to negotiate directly with drug companies to lower drug prices for all Coastal Virginians covered by private insurance and Medicare. It includes my amendment, which would strengthen this provision by making sure that federal workers benefit from these lower drug prices. The bill also ensures that Americans will no longer pay significantly more for their prescription drugs than people overseas. 


According to the Congressional Budget Office, H.R. 3 is estimated to save approximately $500 billion over the next ten years. These savings will be used to invest in new cures and treatments, and in Medicare, allowing Medicare to include new vision, dental, and hearing benefits and coverage.


The Lower Drug Costs Now Act is an overdue bill that would ease the financial burdens of many hardworking families while funding groundbreaking research. I urge the Senate to make life-saving prescription drugs more affordable for all Americans by passing the Lower Drug Costs Now Act. 


Preventing a Government Shutdown


Last Tuesday, I voted for two Fiscal Year 2020 appropriations packages to avert a government shutdown and advance key priorities for Coastal Virginia and national security interests. 


These spending packages will provide significant funding for programs that benefit working families in Coastal Virginia. This legislation includes my Gold Star Family Tax Relief Act, which would reverse unfair fax hikes placed on Gold Star Families due to a flaw in the 2017 tax law.


Supporting Policies That Benefit Our Local Economy


I was encouraged by the House's passage of the United States-Mexico-Canada Trade Agreement (USMCA). In Coastal Virginia, trade is crucial to our regional economy, supporting over 25,000 jobs. 


By modernizing NAFTA, we are securing better jobs and wages and restoring confidence in the United States' trade relationship with our North American allies. This bipartisan agreement proves that when Republicans and Democrats come together, we can deliver for U.S. businesses, consumers, and workers alike.


Discounts on Flood Insurance Premiums for Virginia Beach Residents


Recently, it was announced that residents of Virginia Beach will see lower flood insurance premiums, due to the City's efforts to reduce flood risk. By implementing measures to increase coastal resiliency, Virginia Beach has increased its standing in the National Flood Insurance Program's Community Rating System to a Class 7 participant. As a result, policy holders who live in the Special Flood Hazard Area (SFHA) will receive a 15% discount on premiums, while those who live outside the SFHA will receive a 5% discount.
