I enjoyed another busy week in the Governor’s Office. The Governor's Office was able to join Nevada Partners for a Family Wellness Day on Saturday and it was great to see so many Nevadans masked up and taking proactive steps to take care of their health. If there’s one thing this pandemic has taught us, it’s how much our health and wellness – and the health and wellness of our family and friends – truly matters.  
 
Along with Treasurer Zach Conine and the Governor’s Office of Economic Development, I announced a $20 million grant program aimed at helping small businesses and non-profit organizations that have been impacted by the COVID-19 pandemic. More details on that below. 
 
And finally, I am so pleased that staff members who came into contact with the positive case in my office tested negative for COVID-19 upon the conclusion of the full 14-day quarantine period. Despite having a confirmed positive case in the office, further spread was prevented thanks to face coverings being worn at all times, regular hand washing, and physical distancing. Our positive case is proof that we cannot eradicate this virus without a vaccine, but a prevention of further spread in the office is proof that mitigation measures work.

On Saturday, I was pleased to attend a Family Wellness Day at Nevada partners. The event offered flu shots, blood pressure screening, pre-diabetes checks, anxiety checks, free food and more. It was amazing to see community partners coming together to help keep Nevadans safe and healthy at this time.

On Wednesday, Treasurer Zach Conine and I announced a new grant program for Nevada's small businesses at the Latin Chamber of Commerce. The Pandemic Emergency Technical Support (PETS) grant program makes $20 million in Coronavirus Relief Funds available to small businesses, non-profit organizations, arts and culture organizations, and local Chambers of Commerce to respond to the COVID-19 pandemic. The application process will open on Monday, October 19, 2020 at 8:00 a.m. and will close on Monday, November 2, 2020 at 5 p.m.

I am so proud of my wife, Kathy, for participating in an interview with Paint Nevada Pink to promote the importance of breast cancer screenings. We both took the “pledge to go pink” challenge to encourage women - and men - across Nevada to undergo screenings as recommended by their healthcare professionals.

Happy Halloween!

With fall activities gearing up, the Nevada Health Response Center issued recommendations and guidance for safely celebrating fall festivities, like Halloween and Dia de Los Muertos. Many traditional activities may appear low risk because they take place outdoors or the interactions may be short. However, when a lot of people participate in lower-risk activities at the same time, it raises the potential for disease spread across the state.

One of the best parts of my job is talking to Nevada school children about their studies and school work. With many students practicing virtual or hybrid learning, I have been able to remotely join classes across the State to speak to students and staff about their experiences. It is truly one of the best parts of my job. 

Eviction Moratorium Lifts 

This week, the State's evictions moratorium expired, but many Nevadans will continue to be covered under a CDC order through the end of December 2020. The CDC order requires action on the part of renters. To learn more about the CDC order click here.

In addition to the ongoing protections offered by the CDC, the following resources are available through state and local government, including assistance with rent and mortgage payments:

  • Rent and Mortgage Payment Assistance – To access statewide and local resources and programs offering potential assistance to help with rent, mortgage, or receipt of rental payments, go the portal available through the Nevada Housing Division.
  • Rental Mediation Program – The Nevada Supreme Court adopted a new eviction mediation program to steer certain types of eviction cases into mediation in the hopes that landlords and tenants could resolve their disputes themselves, instead of arguing in court, thereby reducing the number of people in the courthouse during the COVID-19 pandemic. DHHS Update

On Thursday, Nevada's Department of Health and Human Services Office of Analytics released a number of enhancements to the COVID-19 dashboard. The dashboard will be enhanced in the following areas:

  • Increased emphasis on moving averages and recent trends;
  • Including county criteria and related trends as well as Statewide comparative numbers for county criteria measures;
  • Attributing testing numbers and cases to specimen collection date, removing bias introduced by reporting delay issues;
  • Transitioning to a "testing encounters" methodology to account for people who receive both a rapid and PCR test on the same day, and;
  • Providing relevant technical notes directly on the data pages.

DMV Update

No DMV Services Available in Reno October 26-30

The Nevada Department of Motor Vehicles plans to permanently close its office on Galletti Way on October 23. As a result, there will be no DMV services available in Reno October 26-30, as everything is moved over to its new office in south Reno. During this time, the DMV asks everyone to utilize their online services, kiosks, and AAA office locations. 

Registration renewals are available as well at dmvnv.com, along with many other services like personalized plate ordering, address changes, movement permits, driver history, and more.

Unemployment Update

Finalized data from the Nevada Department of Employment, Training and Rehabilitation (DETR) show initial claims for unemployment insurance (UI) totaled 8,964 for week ending October 10, up 1,023 claims, or 12.9%, compared to the previous week. Regular continued claims totaled 157,205 during week ending October 10, down 16,424 claims, or 9.5%, compared to the previous week. 

The Pandemic Unemployment Assistance (PUA) program, which provides up to 46 weeks of benefits for the self-employed, 1099 contract workers, and gig workers saw 8,497 initial claims filed in the week ending October 10, a decrease of 942 claims, or 10%, from last week’s total of 9,439. Through the week ending October 10, 492,069 PUA initial claims have been filed.

DETR set to send out ineligibility determinations in the 

PUA system over the next three weeks 

On Thursday DETR announced that nearly 217,500 PUA ineligibility claim determination notices will be sent in the next three weeks.

Staff have been working to verify the identity of PUA claimants. If identity cannot be validated, these cases have been determined to be ineligible for benefits. Individuals have the right to appeal this determination. 

Claimants are reminded to continue to file weekly claims for unemployment benefits while the appeal is pending in order to receive payments if the appeal is decided in their favor.

State Implementing federal Lost Wages Assistance program

DETR announced today the roll-out of the Lost Wages Assistance (LWA) program. LWA is funded by FEMA which provided grants to participating states to offer additional temporary benefits to certain individuals receiving unemployment benefits. 

DETR began the rollout with a small test run of payments earlier this week after intensive work to establish the programming necessary to run effectively the new LWA program since it was announced by the federal government last month. The testing proved successful, and initial payments in the PUA system began last night. It is important to note that while PUA payments are being deposited, claimants are not yet able to see those payments when they log into their claim on the PUA system.

Payments in the UI system will be made in batches and are expected to be completed over the next several days.

For weeks following the first three, DETR was awarded a lump sum grant amount which is likely to cover only one or two additional weeks of benefits for qualified claimants. These payments will be sent one week at a time beginning the last week of October. DETR will be providing updates on the exact time and amount of funding which will be released beyond the three weeks.

  • Eligible claimants do not need to apply for this funding; it will be placed in your account or usual payment mechanism.
  • Claimants still in the backlog will be eligible to receive the funding if their claim is approved.
  • Claimants who received benefits in the LWA weeks and have since returned to work do not need to reactivate their claims.

Boards & Commissions

This month, I was proud to announce 50 appointments were made to State of Nevada boards, commissions, and agencies during the month of September. I have appointed hundreds of individuals since assuming office, and I encourage anyone who might be interested in serving Nevada and their community to review opportunities posted on the Governor’s WEBSITE, which is updated on an ongoing basis.

WHAT ARE THE DIFFERENT TYPES OF BOARDS AND COMMISSIONS?

The Governor makes appointments to three types of boards and commissions:

  • Advisory - An advisory board, commission or council serves as a formal liaison between a state agency and the public, in addition to making recommendations on how to address specific issues.
  • Regulatory Board - Regulatory boards are those that oversee the licensing, handle complaints, and enforce disciplinary actions of individuals or industries that fall within the jurisdiction of the board’s authority.
  • Task Force - A task force is created for the purpose of accomplishing a definite objective and goal.
