Those of us who live in Northern California know how vital water is to the region and the state of California. That’s why, as your Representative in Congress, I am fighting to protect your water rights and to stop the twin tunnels. I recently offered amendments to H.R. 6147, a bill to fund various federal agencies, to remove sections of the bill that would prohibit any lawsuits to stop the steamrolling of California water rights and advance the twin tunnel boondoggle. You can watch me present my amendments before my Congressional colleagues here. Unfortunately, my amendments were ruled "out of order"--political speak for "we don't like your idea, so we're not going to give it a vote."

Every Californian should be deeply concerned by these riders, regardless of one’s position on California water projects. If H.R. 6147 were to become law, it would prohibit lawsuits against nearly all major California water projects, including the twin tunnels. Under that scenario, the California Department of Water Resources (DWR) could destroy the Delta by sending as much water as they wanted through the tunnels, with no legal recourse to stop it. Alternatively, DWR could decide that all the water in the Delta must flow out the San Francisco Bay rather than to Southern California and the twin tunnels supporters would be helpless to stop it.

There are currently over 90 parties with lawsuits challenging various aspects of the tunnels, including local governments, water districts, and conservation groups.

Unfortunately, the House Committee on Rules decided that these amendments were not “in order,” making a purely political decision regardless of facts and denying Members of Congress an opportunity to vote on these amendments on the House floor.

Throughout my career, advancing sound water policy has always been a top priority of mine. I have learned a lot over the years, particularly when I led a successful fight against the peripheral canal in 1982, and as President Clinton’s Deputy Interior Secretary from 1995-1998. I will continue to speak out and lead the attack on the twin tunnels and ensure that Northern California water rights are protected.
