As you may know, our country's federal tax code has not undergone comprehensive reform since 1986. Without these long overdue reforms, I am concerned that our tax code has become stacked in favor of the wealthiest Americans and that it has not encouraged reinvestment into our economy. Now we are in real need of a comprehensive tax overhaul making our tax code simple and fair, while also leveling the playing field for working families and supporting small businesses. 

Earlier this month, Republicans released a tax proposal that I believe would hurt middle class Americans. Under this Ryan-McConnell tax plan, billionaires would receive massive tax cuts, while the rest of us would be left picking up the tab for the $2.3 trillion increase to our nation's deficit. This legislation would cut the state and local tax deduction, which saves the average California household $18,438. It would cut the medical expense deduction, which families use to make sure they don't face financial ruin when facing health crises, including children with chronic illnesses and disabilities. It would also cut deductions for supplies that teachers purchase for their classrooms and deductions for student loans, which many people use to finance higher education. 

As a member of the Ways and Means Committee, I am committed to working with my colleagues on both sides of the aisle to bring about a meaningful and lasting update to our tax code. While this rushed tax proposal is nothing short of a fiscally irresponsible fiasco, please know that I will continue to push for policies that that will benefit working families and strengthen the middle class.

I know that 2017 has brought about its own unique challenges and uncertainties, but I ask that you take a moment to think about what you are thankful for as we head into this holiday season. Update from Washington

Restoring and Expanding the Child Tax Credit

During committee consideration of the McConnell-Ryan tax proposal this month, I introduced an amendment that would expand the Child Tax Credit to more families. My amendment would expand the Child Tax Credit to provide a $3,600 credit for families with young children, index the credit for inflation, eliminate the $3,000 earnings threshold for the refundable portion of the credit, and make permanent the $300 “family flexibility” credit. Signing up for Health Insurance through Covered California

As you may know, ACA open enrollment in California began on November 1 and will run until January 31 of next year. During this time, you can sign up for 2018 health coverage, renew your existing coverage, or switch plans. Visit our state-based ACA marketplace, Covered California, to check on your existing plan, review other plan options available to you, and learn more about the federal assistance that may be available to help you cover your health care costs. If you'd like your coverage to begin on January 1, 2018, you will need to sign up for coverage by December 15th. I urge you to visit Covered California to enroll early and I hope you will encourage your family and friends to do the same. Should you need help signing up for coverage, you can call Covered California at 1 (800) 300-1506.

Advocating for a Clean DREAM Act Vote

It has been more than two months since President Donald Trump announced his decision to end the Deferred Action for Childhood Arrivals (DACA) program on March 5, 2018. Many of my colleagues and I continue to advocate for a chance to vote on a clean DREAM Act. Thousands of these young individuals are already beginning to lose status with no recourse to be able renew their DACA. Poll after poll indicates widespread support for the bipartisan, bicameral DREAM Act, and study after study demonstrates how passage of this bill would be beneficial to our local businesses and national economy. I will continue to urge Speaker Ryan to find the courage to bring this legislation to a vote before the end of the year. It is time to stop playing politics with the lives of thousands of Dreamers in our district and hundreds of thousands of Dreamers in our country.

Highlight from the District

On November 11, I joined the communities of Norwalk and Whittier to celebrate Veterans Day and honor the life of my friend Jose Ramos, who passed away earlier this year. Jose was a fierce advocate for his fellow veterans and he inspired many, including me, to help give Vietnam veterans their long overdue welcome home. Last year, I introduced a resolution to designate the last Saturday in March as “Welcome Home Vietnam Veterans Day." This coincides with the anniversary of the day when the last United States combat troops completed their service and left Vietnam. We should all be thankful for the sacrifices that our veterans make in serving our country and keeping us safe.
