Dear Neighbors:
 
Following are updates about current activities throughout the Virginia Avenue Tunnel project area. CSX remains committed to providing the most current information available about the project.
 
1. Saturday Work, Nov. 19
CSX expects to conduct work on Saturday, November 19, between 7 a.m. and 7 p.m. at locations throughout the Virginia Avenue Tunnel project area. Work on Saturday may include excavation, bracing installation, and concrete construction activities. CSX does not expect the work to be disruptive, and will implement mitigation measures to reduce the impact this work may have on neighbors.
 
2. 4th Street to Re-open by Wednesday, Nov. 23
CSX anticipates that the intersection of 4th Street S.E. and Virginia Avenue will re-open to traffic by Wednesday, Nov. 23, following removal of the Phase I temporary bridge deck, completion of the roof of the first new tunnel in that area, backfilling and installation of the Phase II temporary bridge deck.
 
As a result of changes to the configuration of the new, Phase II bridge deck, residents of the Capitol Quarter townhomes in the 300 block of Virginia Avenue will be able to resume accessing their temporary driveway from 4th Street.
 
3. 3rd Street to Close Monday, Nov. 28
CSX now expects the intersection of 3rd Street S.E. and Virginia Avenue will be closed to vehicle traffic in on Monday, Nov. 28, to remove the existing Phase I temporary bridge deck so the roof of the first new tunnel structure and additional utility work can be completed. No interruptions to residents’ utility services are anticipated, due to preparations that were completed during Phase I. Once the tunnel roof and utility work are completed, a new, Phase II temporary bridge deck will be installed over the area to be excavated for the second new tunnel structure.
 
The 3rd Street intersection is expected to be closed to vehicle traffic for up to 8 weeks. Pedestrian access will be maintained across the intersection throughout this process. The 3rd Street driveway to the Capitol Quarter townhomes will remain open during this process, as will access to the parking deck and loading dock for 200 I Street S.E. The 3rd Street intersection will be closed only after the 4th Street intersection, currently closed, is re-opened to traffic.

4. October Environmental Monitoring Reports Available
As part of our efforts to maintain a safe, secure project environment throughout the reconstruction of the Virginia Avenue Tunnel, we are conducting a comprehensive monitoring program that measures and records noise, vibration and air quality near the site. The October 2016 summary reports on noise, vibration and air-quality monitoring are now available. We encourage you to visit the environmental monitoring page as you are reviewing the reports for helpful background information.
 
5. “Coffee with Chuck” Presentation Now Available
Thanks to all who joined us on Wednesday, Nov. 16, for the monthly "Coffee with Chuck" briefing with Chuck Gullakson, CSX’s senior project engineer; Brandon Knapp, CSX project manager; and Arash Parham, Clark/Parsons construction manager. Please plan now to join us for our the final 2016 "Coffee with Chuck" event on Wed., Dec. 14th, from 8 to 9 a.m. at the CSX Community Office, 861 New Jersey Ave., S.E. The next community Open House event will be held Thursday, Jan. 12, 2017, from 6 to 8 p.m. (new hours!) at the Courtyard Marriott Hotel, 150 L Street, S.E. A brief presentation and Q&A session with residents will be held at 7 p.m., in response to requests from neighbors. We look forward to seeing you there.
 
6. Thanksgiving Weekend Schedule, Nov. 24-27

No work will occur on the Virginia Avenue Tunnel project on Thanksgiving Day, Thursday, Nov. 24, and the CSX Community Office will be closed from Thursday until Monday, Nov. 28. Limited work will occur in some areas of the project on Friday, Nov. 25, and Saturday, Nov. 26, primarily in the new tunnel and at the east end of the project site. CSX does not expect this work to be disruptive to the community.
