Joyce Bill to Help Small Businesses Clears Committee with Bipartisan Support

Earlier this week, the House Small Business Committee voted to pass bipartisan legislation introduced by Congressman John Joyce (PA-13) and Congressman Antonio Delgado (NY-19). Joyce's proposal, H.R. 2142, would make it easier for small businesses to comply with onerous federal regulations.

Congress must take a serious look at how such regulations stifle small business growth and find ways to lessen the compliance burden,andrdquo; added Delgado. andldquo;This bill would ensure small business owners can easily access and utilize resources to help them cut through red tape. The bill would require the Small Business Administration's (SBA) Office of the National Ombudsman to create a centralized website that houses small business compliance guides designed to help small businesses comply with federal regulations. Under a separate law, the Small Business Regulatory Enforcement Fairness Act, federal agencies are required to publish a andldquo;small entity compliance guideandrdquo; for certain regulations. Delgado's legislation would make these guides more accessible by creating a centralized andldquo;one-stop shopandrdquo; online for small business owners who often lack the resources to hire staff to focus on compliance issues. The bill would also list contact information for the appropriate agency staff who could provide regulatory assistance to small businesses.
