Schweikert, Bera Introduce Legislation to Examine China’s Influence on Technology Standards

WASHINGTON, DC – Today, Congressman David Schweikert (AZ-06) and Congressman Ami Bera (CA-07) introduced the Ensuring American Leadership Over International Standards Act, legislation to require the National Institute of Standards and Technology (NIST) to commission a study through the National Academies of Sciences on China’s influence in setting global standards for emerging technologies.

“The United States must continue to remain a leader in advancing technical standards for the next generation of technologies coming to market,” said Congressman Schweikert. “As the Chinese Communist Party continues to push its China Standards 2035 agenda and influence international standards setting bodies, I am pleased to offer legislation that will seek to address China’s standardization objectives to better inform future debate. Standards for future technologies such as 5G, artificial intelligence, and other emerging technologies are already being debated. It is imperative for our national security that we continue to lead, with our allies, in ensuring that international standards setting continues in a transparent and democratic manner.”

“As Chair of the House Foreign Affairs Subcommittee on Asia, the Pacific, and Nonproliferation, I know this legislation is vitally important to our foreign and international scientific policy. Our bill will help shape the way forward for the United States and the international community in a way that benefits all and aligns with our shared values. These equal and fair standards will enable the entire world, not just one or two powers, to unlock the promise of cutting edge tools ranging from the internet of things to artificial intelligence.” said Congressman Ami Bera
