House Bill 3653, rewrites a number of statutes dealing with the criminal justice system. Proponents say the legislation would help reduce issues with systemic racism in the criminal justice system, by making changes such as banning chokeholds.
Police officers and law enforcement organizations, however, say that the proposal goes way too far. The most controversial elements include a component that would eventually end the cash bail system, as well as creating new and likely costly requirements for police departments. Because the legislation contains no additional funding for police departments to comply with the legislation, many members of the law enforcement community have said it could lead to cuts for local police departments or increases in property taxes.

House Bill 3360 would charge pretrial interest in personal injury and wrongful death lawsuits. Put simply, if passed, the legislation would mean that defendants in these cases would owe interest on any judgements even before a verdict has been decided.
Proponents say it would help speed up lawsuits, but opponents, which include nearly every single business organization, say it would drastically increase legal fees and insurance costs for all businesses operating in Illinois. Additionally, the bill would set the rate of interest at 9%, regardless of any actual changes in the consumer price index or any other measure of inflation. In 2020, inflation was estimated at just 0.62%, and the prime interest rate 3.25%.
